Her story is she "spoke out against the Thalmor," in Hammerfell, a province that is both free from the Empire and the Thalmor. Hammerfell fought in a war, and won, against both. The Alik'r even have an interaction were they confront the wrong woman and then let her go.Saadia claims she is pursued for speaking out against the Thalmor, when all of Hammerfell hates the Thalmor's guts (I think they're still at war at this point too).
